Rexford Tugwell (the guy riding the horse) was a key advisor.
Henry Wallace, the guy with the shovel, was Secretary of Agriculture, and later vice-president during FDR's third term.
Donald Richberg was the second head of the National Recovery Administration.
The man writting the Plan of Action for the U.S. is assumed to be Leon Trotsky.
